From the above graphs, it's clear that the United States and Russia are the major exporters of arms. USA and Russia combined supplied more arms (in terms of monetary value) from 1990-2016 than next 23 major exporters combined. The United States alone supplied more arms (in terms of monetary value) from 1990-2016 than next 20 major exporters combined excluding Russia.
Major importers of arms, understandably, are from conflict regions. Most in top importers are either in the Middle East or are middle or low-income countries. Taiwan is so high in the list because they had huge amount of imports in 1997 and 1998. China is the only country which features in top 10 of both the lists.

The United States and Russia are the major exporters of arms. No other country even comes close to these two countries. Even after the dissolution of USSR, Russia has steadily increased its arms flow to other countries.

There is a spike in the import of arms for Taiwan(ROC) (mostly because for Third Taiwan Strait Crisis) and India. Saudi Arabia has a steady increase in import of arms since 2005 and a decline in import for China since 2005 (mostly because China has started manufacturing their own arms and even supplying them).
